Frías
The smallest city in Spain by population (under 300 residents), Frías perches dramatically on a volcanic tuff cliff above the Ebro river. Its houses hang precariously over the cliff edge, and a medieval fortified bridge spans the river below.
In the remote Merindades region of northern Burgos, Frías requires deliberate seeking out — no main road passes through, and it appears on few tourist itineraries.
